Your residence-card application needs an electricity contract, so the utilities come before the paperwork when moving to Monaco. Here is how to open electricity, gas, water, internet and mobile, what is compulsory in insurance, and how the bins work.
If you are moving to Monaco, one document sets the order of your first week. The Sûreté Publique asks every residence-card applicant for an electricity contract or the latest electricity bill, so the contract with SMEG, the Société Monégasque de l'Electricité et du Gaz, comes before the residence file. SMEG's tariffs were updated on 1 August 2026, Monaco Telecom's fibre prices apply from 3 November 2025 and its mobile prices from 14 September 2026.

Electricity and gas with SMEG – contract, billing and the 1 August 2026 tariffs
You must take a contract in your own name even if the power is already on, and SMEG recommends applying before you move in; supply starts a few working days after the file is approved. A home without power for three months or more needs a certificate that the safety checks have been done, and a new or renovated installation a conformity certificate from an approved inspection body.
Homes are on the Tarif GO, for 3 to 36 kVA, and all the electricity SMEG supplies is green and renewable. The price depends on the subscribed power and on the option: 'base', one price per kWh around the clock, or peak and off-peak, with a cheaper kWh for eight hours a night. Tariffs are approved by the government and the current ones date from 1 August 2026; SMEG publishes the prices only in a brochure, not reproduced here.

Water from SMEaux – €4.28 a cubic metre
From 1 July to 31 December 2026 an individual customer pays €4.28 including VAT per cubic metre, covering the drinking water and its treatment after use, plus a subscription that depends on the diameter of the connection and meter. According to SMEaux, a typical household uses about 110 cubic metres a year. Once the contract is signed, MonServicePublic says, the water is turned on within 24 hours of the appointment. The round-the-clock emergency line is (+377) 93 30 39 36.
Internet, mobile and TV with Monaco Telecom
As a resident you sign up with a valid residence card at the new address plus the flat's 'logo' number; until the card arrives, non-residents subscribe with ID and proof of address under three months old. Home fibre prices have applied since 3 November 2025.

Prices include VAT. Return the box when the contract ends, or Monaco Telecom charges €250. Monegasques, 'enfants du pays', spouses of Monegasques and protected tenants under Law 1.235 get €5 to €40 a month off.
Mobile plans, priced from 14 September 2026, are only for private customers who live in Monaco or can show a stable link to it, such as a job or a bank account there, and carry a €9.99 activation fee. With a 24-month commitment and no handset, Live-Essential costs €25.99 a month, Live-Mini €36.99, Live-Connected €49.99 and Live-Traveller €109.99; fibre customers pay less, from €7.99. The catalogues list no prepaid offer. Since 5 March 2024, phones on French contracts have roamed on Monaco Telecom's network; dial +33 to call France. TV is simple: the cable network carries a free digital service of about 80 channels, and no licence fee is mentioned on the official pages read.
Home insurance – what is compulsory in Monaco
According to MonServicePublic, insurance in Monaco rests mainly on French provisions, and some cover is compulsory for individuals, motor insurance for example. For your home it depends on the sector: tenants of State-owned (domanial) flats must hold a 'multirisques habitation' policy with an insurer approved in Monaco, and in the protected sector Law 1.235 lets a lease end automatically if the tenant fails to insure the rental risks. In the free sector, where newcomers rent, the official texts read set no general obligation – your lease decides, so read its insurance clause before you sign.
Waste and noise
Collection by the SMA is free. Since 2019 all household packaging – plastic, metal, cardboard – and paper go in the yellow bin; glass goes only in the green containers, never in the yellow bin. About fifty drop-off points take both, the YourMonaco app maps them, and a badge for the public waste rooms comes from the DAU on (+377) 98 98 77 22 or from the SMA.

Noise is regulated: Sovereign Ordinance 10.885 of 1993 caps neighbourhood noise at 5 dBA above the background level by day (7:00–22:00) and 3 dBA at night, Ministerial Order 2018-1116 limits building sites to Monday–Friday 7:30–19:30, and Ministerial Order 2021-107 sets an alert threshold of 85 dB(A) that no site may exceed. If a neighbour is noisy, MonServicePublic says to tell the building manager or owner first, then call the police so they can record it on the spot.
